Each Document level charge (BG-21) shall have a Document level charge VAT category code (BT-102).

Explanation

A charge on the invoice total increases the taxable amount of a particular VAT category, so it must state which category it belongs to, for example standard rate.

How to fix

Ask the seller for a corrected invoice that states the charge's VAT category.
