In einer Rechnung muss mindestens eine INVOICE LINE (BG-25) enthalten sein, in der der Scheme identifier von "Item classification identifier" (BT-158) den Wert 'CVD' und der "Item attribute name" (BT-160) den Wert 'cva' enthält.
Explanation
An XRechnung for clean road vehicles (EU Directive 2019/1161) needs at least one line that describes the delivered vehicle: its vehicle category (a classification under the scheme 'CVD', such as M1 or N1) and the item attribute 'cva', which states how the vehicle is classified under the directive ('clean', 'zero-emission' or 'other'). Both must be on the same line; spreading them across different lines isn't enough.
How to fix
Ask the seller for a corrected invoice in which the vehicle line contains both the vehicle category and its classification under the directive.
