Explanation
If the invoice gives a SIRET for a party (the seller, the buyer, the payee, the delivery location or another party), it must consist of 14 digits and start with the 9-digit SIREN stated for the same party. If that party has no SIREN, the SIRET fails as well; only for the delivery location are 14 digits enough. The SIREN identifies the company, the SIRET one of its establishments. The requirement comes from the French e-invoicing rules, not from EN 16931.
How to fix
Ask the seller for a corrected invoice in which the SIRET and SIREN of the same party match. If it is a number of the buyer's, give the seller the correct one; both can be checked in the French company directory (annuaire-entreprises.data.gouv.fr).
