Explanation
The French e-invoicing rules require VAT rates (in the VAT breakdown, on lines and on allowances and charges) to have at most two decimals, a point as the decimal separator and at most four digits in all, with no sign. A rate of 0 is allowed.
How to fix
Ask the seller for a corrected invoice. How numbers are written is usually decided by the invoicing software, not by what was typed in; the seller will usually have to take it up with the software's vendor.
